The Inland Empire Chamber alliance announces its support for legislation that provides relief to businesses from California's onerous independent contractors’ law and financial assistance for businesses impacted by the COVID-19 pandemic. Small businesses, who have felt the brunt of the economic slowdown, play a major role in California’s three trillion dollar economy. Businesses with less than 20 employees make up almost 90% of businesses and those with less than 100 employees represent 97.3% of all businesses in the state.
AB 25: Independent Contractors
AB 25 (Kiley) would restore the multi-factor test, otherwise known as the Borello test, for evaluating whether a person is an employee or an independent contractor. Thereby undoing the California Supreme Court decision to use the ABC test, which was enshrined into statute by AB 5. View: AB 25 Support Letter
AB 62: COVID-19 Compliance Tax Credit
AB 62 (Gray) would provide small and essential businesses with an income tax credit for the costs of complying with Cal/OSHA's COVID-19 Emergency Temporary Standards. View: AB 62 Support Letter
SB 74: Small Business and Non-Profit Grants
SB 74 (Borgeas and Caballero) would invest $2.6 billion in grants to help small businesses and non-profits that have sustained financial losses resulting from the COVID-19 pandemic. It's an urgency measure that would take effect immediately upon approval. View: SB 74 Support Letter
